About Mildeen Worrell

I am a healthcare and tax attorney with more than 25 years of legislative, regulatory and consulting experience.

I hold an LLM in Taxation from NYU Law, J.D. from Boston University Law, and BBA, cum laude, in accounting from UMass, Amherst.

I served as Senior Benefits Counsel with the U.S. House of Representatives, played a key role in developing many existing Federal healthcare and employee benefits laws, and was appointed to the ERISA Advisory Council as Chair and Advisor to the U.S. Secretary of Labor.

In my years spent developing healthcare legislation I saw firsthand how the lack of a clear understanding of health insurance and how health benefits work can negatively impact individuals and their family members. Now I dedicate my career to promoting healthcare literacy and helping employers and their employees, members of faith-based organizations, unions, and associations (including families of employees and members) master the maze of our healthcare system.

My mission is to help my clients stay compliant while they help their employees and members optimize their healthcare coverage and master how to navigate their health benefits.

About Shirley France

Shirley France has more than 28 years of experience in management and information technology. She has commanding knowledge in the following areas: major system software design, development, testing and deployment; project and implementation management; proposal and project management; planning and problem solving; team building; and cross-organizational coordination. Ms. France completed a long career with Verizon Communications (C&P Telephone/Bell Atlantic), and currently works in the Montgomery School System where she applies her technology skills in the classroom. She develops Activinspire, PowerPoint and Google slide presentations for use on Promethean and Boxlight presentation Boards as well as the Zoom platform.

Ms. France is a graduate from Virginia Polytechnic Institute and State University, Blacksburg, Virginia where she completed a B.S. in Business. She also received a Certificate in Project Management from George Washington University and has completed various technology courses during her two careers.

About Gwendolyn McFadden

Ms. McFadden brings more than 40 years of experience to Healthcare Xponents. During her career, Ms. McFadden held various positions that required exceptional organizational skills, public interaction, and maintaining confidentiality. Some of Ms. McFadden’s positions included Senior Staff Assistant/Office Manager; Scheduler to Deputy Secretary of Department of the Interior, Detailed to Executive Office of the President (George Bush); and Office of Policy, Management and Budget. Ms. McFadden has worked in various Federal agencies, including the Department of the Interior; Office of Regulatory Affairs; Office of Management and Budget (OMB); Committee on Government Operations, U.S. House of Representatives; Department of Labor; Offices of Congressman William H. Gray and to Senator William Proxmire; and Committee on Ways and Means, Tax and Trade, U.S. House of Representatives. Ms. McFadden successfully completed the USDA Graduate School of Executive Leadership Program; Dale Carnegie Course on Leadership Training for Managers, Leadership Through Emotional Intelligence, Performance Measurement for Managers and Supervisors, and Conduct Issues and Managing Problem Employees. She is a graduate of Anacostia Senior High School, Washington D.C., and completed courses at George Washington University, Washington, D.C.
